Following the offer made by the Government of Romania in October 2013, the Council of Europe established an Office in Bucharest in the field of cybercrime (C-PROC) [Memorandum of Understanding between the Government of Romania and the Council of Europe on the Council of Europe Office in the field of cybercrime in Bucharest signed in Bucharest on 15 October 2013 and ratified by Law No. 33/2014]. On 7 April 2014 C- PROC became operational.
C- PROC serves to assist governments worldwide in strengthening the capacity of criminal justice to respond to the challenges posed by cybercrime and by electronic evidence, based on provisions of the Budapest Convention on Cybercrime.
Technical assistance includes support for:
- Strengthening national laws, compliance with the rule of law standards, with the fundamental human rights and the protection of personal data;
- Training of judges , prosecutors and police officers;
- Setting up specialised units in the fight against cybercrime and strengthening inter-institutional cooperation;
- Promoting cooperation between the public and private sectors;
- Protection of children against sexual violence perpetrated online;
- Increasing the efficiency of international cooperation.
