
In the spring of 2012, with coordination of a wanted individual carrying the nationality of Kazakhstan, defendant Turchinov, together with other individuals, organized the recruitment and transportation through deception of four individuals to the town of Chernayevka in Kazakhstan to work as construction workers.
Upon arrival, they were handed over to an individual by the name of "Hamid" who brought the four individuals to the construction site. The owner of the site took away their passports, not paying them any salary, and exploited them with the threat of the use of force. This continued until July 2012. In June 2012, another victim that was recruited by defendant Turchinov arrived at the site and fell under the same scheme. For his part of the work, defendant Turchinov received 560,000 Tenge.
Furthermore, Turchinov continued this practice also in May 2012, sending another 3 victims to the above-mentioned site using the same organized criminal group, and received for this 1200 USD.

Taking into account the witness testimonies of four victims, as well as the gathering of evidence and defendant Turchinov's guilty plea, the Court concluded that the defendant Turchinov is guilty under Art. 135, Part 3 (g) of the Criminal Code of the Republic of Uzbekistan, for human trafficking, recruitment to forced labour through deception, transport, transfer, the keeping of individuals outside the country's borders against their will, the confiscation of documents against their will, and participation in an organized criminal group.
