    Article 1 The government, on behalf of Iceland, may become member of international conventions on narcotics. The term narcotics in this Act also includes narcotic drugs.

    Article 2 The possession and use of the narcotics listed in Article 6 of this Act is prohibited in Icelandic territory accordin~ to further definition in Article 4. [The Minister] may stipulate in a regulation, that the possession and use of other narcotics which according to international conventions are regarded as highly dangerous, is similarly prohibited on Icelandic territory. [The Icelandic Medicines Agency may grant an exemption from the provisions in paragraphs 1 and 2 in special circumstances. Such exemptions are always revocable. In a regulation, The Minister can prescribe further conditions and limitations on the granting of exemptions and stipulate other items with regard to the implementation of this provision] The import, export, sale, purchase, exchange, delivery, reception, production, preparation and possession of substances according to paragraphs 1 and 2 is prohibited, with the exception provided in paragraph 3.

    Article 3 In a regulation, the Minister may prescribe that substances, which do not
    belong under Article 2 but can be dangerous due to their properties as narcotics and are
    registered as such in international conventions, may only be used in this country for
    medicinal and scientific purposes. The same applies to substances, which scientific
    research indicates might be dangerous in this way. [The import, export, sale, purchase,
    exchange, delivery, reception, production, preparation and possession of the substances
    indicated in paragraph 1, can only be permitted to pharmacists, pharmaceutical wholesale companies, manufacturers of pharmaceuticals and those issued with a special licence by the Icelandic Medicines Agency. A special application must be submitted to the Icelandic Medicines Agency in each instance. These licences are always revocable. In a Regulation, the Minister may prescribe further requirements and impose limitations on such activities and other issues concerning the execution of this provision.] The purchase and reception of substances mentioned in paragraph 1 from pharmacists, as well as possession of the substances is also permitted for those who receive them according to law and general regulations on drug prescriptions. Otherwise, the import, export, sale, purchase, exchange, delivery, reception, production preparation and possession of the substances is prohibited.

    Article 4 The provisions of Articles 2 and 3 will also apply, as appropriate, for raw
    materials which may be processed or changed into narcotics. [The same applies to salts,
    esters, peptides and derivatives of all kinds, cf. Articles 2 and 3, including derivatives
    which differ from the original substance (reference substance) regarding the position of
    the chemical group or groups on carbon, nitrogen, oxygen and/or sulphur.]

    [Article 4. gr. a. The import, export, sale, purchase, exchange, delivery, reception,
    production and possession of equipment, parts or chemicals for use in illegal cultivation,
    production or preparation of narcotics is prohibited.
    The Minister may prescribe further in a regulation what substances come under paragraph 1 and are considered particularly harmful, according to international conventions.]

    Article 5 [[Offences against this Act and Regulations and other instructions given
    thereby are subject to fines ...or imprisonment up to 6 years.] The same punishment
    applies to a person who attempts to procure a license (exemption) according to this Act or regulations introduced according to it, by giving wrong or misleading information or by
    fraudulently concealing items which are of material importance in this regard, or violates
    the requirements of a licence which has been awarded. Furthermore, the same
    punishment shall apply to a person who gives wrongful information in writing as to his
    name, address or position, when he requests a prescription for drugs or substances
    mentioned in Articles 3 and 4.]
    [The usage of proceeds from offences against this Act is punishable according to Article
    264 of the General Criminal Code.]
    Offences committed on purpose or through recklessness may be subject to punishment.
    Attempts to commit, or participate in committing offences against this Act are
    punishable, according to Chapter III of the General Criminal Code. Substances which
    come under this Act and have been procured [illegally] or are in some other manner
    possessed illegally shall be confiscated. The proceeds from the illegal sale of substances
    subject to this Act may be confiscated by the GovernmentTreasury. The same applies to
    proceeds from other offences against this Act as well as the amounts of money that
    correspond to such proceeds or items which are purchased from the proceeds. If complete proof of the amount of the proceeds is not available, the judge may make an estimation regarding the amount. Furthermore, items of any kind that have been used or are intended for the illegal use of substances subject to the Act may also be confiscated.
    Repeated offences against this Act shall be subject to increased punishment, in case they concern the importation or distribution of the substances mentioned in Articles 2-4 a]

    Article 6 [The narcotics that come under paragraph 1 of Article 2: l-Fenyl-2-butylamine, 4-metylarninorex, 4-MT A, Al-fenyl-1-piperidyl-(2)-metyl acetat, Acetorphine, Acetylmeskaline, Allobarbital, Brallobarbital, Brolamfetamine, Brotizolam, Brom-STP, Butobarbital, Cannabis (Cannabis, Marihuana, Hashish), Cannabis harpix, Carfentanil, Cathinone, Chlorali hydras, Chloralodolum, Clomethiazolum, Cocainum, Desornorphinum, DET, Dexamfetamine, DMA, DMHP, DMT, DOET, Enhexymalum, Eticyclideine, Etilamfetamine, Etorphine, Fenetylline, GHB, Heptamalum, Heroin, Hexapropymatum, Hydroxyamfetamine, Hydroxytetrahydrokannabinolar, Ibo gain, Kat, Levonantradol, Lysergide, MDA, MDE, MDMA, Mescaline, Methamfetamine, Methandriolum, Methaqualone, Methcathinone, Methylpentynolum, Metohexital, Metylmeskaline, MMDA, Modafinil, Nabilon, N-ethyl MDA, N-hydroxyamfetamine, Parahexyl, PHP, PCPY, PMA, Propylhexedrinum, Psilocybinum, Psilocine, Pyrityldion, STP, DOM, TCP, TMA, Tybamatum, Vinylbital.]
