Introduction

This Module develops further and complements several of the key themes and issues examined in the Counter-Terrorism Teaching Module Series. It considers in more depth relevant contemporary issues from a multi-disciplinary perspective, including comparative-legal, historical and gender studies. The Module covers the following topics.

Topic One introduces contemporary issues relating to rule of law and conditions conducive to the spread of terrorism, with a particular focus on key areas:

  • the role of youth and the prevention of violent extremism,
  • the use of gender analysis to prevent and counter violent extremism,
  • how to identify and preserve ‘safe spaces’ for dissent, and
  • the relevance of achieving the Agenda 2030 for Sustainable Development to the efforts on preventing and countering violent extremism (PVE/CVE).

Topic Two provides an overview of contemporary issues relating to the right to life with a focus on:

  • the use of lethal force by private security providers (PSPs),
  • “targeted killings’’, and
  • use of semi-autonomous technology.

Topic Three discusses contemporary issues relating to foreign terrorist fighters.

Topic Four examines contemporary issues related to non-discrimination and fundamental freedoms, such as hate speech, the spread of terrorism through the Internet, and restrictions of the media.

This Module is especially useful to deepen the understanding of Module 2 on Conditions Conducive to the Spread of Terrorism and the Rule of Law; Module 8 on Right to Life; Module 9 on Prohibition against Torture; Module 10 on Arrest and Detention; Module 11 on Right to a Fair Trial and Module 13 on Non-Discrimination and Fundamental Freedoms.

Learning outcomes

  • Introduce students to several contemporary issues that may raise complex legal, ethical and social issues in a counter-terrorism context from a multi-disciplinary perspective.
  • Examine several counter-terrorism practices in connection with the security imperatives of States and the rule of law, including human rights obligations protecting fundamental freedoms.
  • Analyse the applicable framework related to the mechanisms of State accountability and effective remedies in counter-terrorism contexts.
  • Examine alternative means of securing redress, such as through truth and reconciliation commissions.
  • Understand a number of contemporary issues that can impact victims of acts of terrorism, including hostage-taking and sexual violence.
