Preventing and Countering Violent Extremism

Terrorism risk, including the underlying causes and manifestations of violent extremism, whilst sharing some common attributes and factors, can vary significantly across (sub-) regions. Therefore, it is important not to adopt a "one size fits all" approach, but instead to ensure that generic principles, factors and so forth are appropriately contextualized. In this regard, one helpful tool is the Global Implementation Survey of the implementation of Security Council 1373 (2001) requirements which summarizes key threats, trends and so forth within the (sub-) geographical regions of Africa, Asia, Latin America, Europe and North America.

To date, the OAS does not seem to have adopted specific instruments or initiatives aimed at preventing or countering violent extremism. It is possible though that such measures fall within the broader remit of "Prevent, Combat and Eliminate" terrorism which form the basis of OAS General Assembly and CITCE outputs, for example:
